Mrs. Ntsoaki Matobo – Director of Planning & Development

Biography: Ntsoaki Mabakwena Matobo is currently the Director of Planning and Development at Maseru City Council. Mrs Matobo received her Bachelor of Arts in Urban and Regional Planning at the National University of Lesotho in 1994 and Masters in Town and Regional Planning from University of Natal in 2000.

Duties and functions of the department
  1. Maintain or ensure orderly development of the City through;
    • Development control procedures as laid out in the Town and Country Planning Act of 1998 and in compliance with the requirements of Maseru Development Plan and existing local plans and schemes.
    • Coordination of implementation of Maseru Development Plan and other part plans.
    • Contribute to the preparation or revisions of development plans, local plans or planning schemes.
  2. Assemble land required for planning and demarcation of plots and eventual release to the public.
  3. Prepare or coordinate preparation of Council’s capital programmes as well as identification, design and solicitation of financing for specific urban development
  4. Preparations of a Valuation Roll
Business Units
  • Receive and process planning applications leading to eventual granting or refusal of planning permission by the Planning and Development Committee or the Director of Planning and Development.
  • Monitor and stop illegal allocations.
  • Monitor and stop illegal developments (without planning permission) – request enforcement procedures by LSPP.
  • Carryout infill and subdivision of sites as and when required.
  • Preparation of layouts for approval by LSPP
  • Contribute in the preparation of local plans or planning schemes

  • Identify, design or assist other departments in identifying and designing as well as seek funding for urban development projects.
  • Implement or coordinate implementation of projects by other departments and other government departments
  • Assemble land (Land Banking) through purchase for future use after planning and where possible servicing
  • Identification, negotiation and acquisition of land needed for use by MCC
  • Maintain records of land owned by MCC
  • Service the Urban Land Committee-Pursue the issue
  • Record all land transactions of MCC
  • Record all land holdings and transaction in Maseru
  • Support service for department’s planning activities
  • Support service for MCC activities involving land
  • Maintain survey information
  • Assisting the planning authority in the planning area
  • Prepare and administer valuation roll
  • Keep inventory of all land belonging to the City Council
  • Advise the public of good and appropriate management policies in line with Valuation Act of 1980.
