Mr. Seshea Mokhehle – Director of Administration

Biography: Seshea Mokhehle joined Maseru City Coucil in 1996. At MCC he developed many unique administrative programs that relied on the impact of socio-economic developments. He holds a Bachelors of Arts degree in Public Administration ad Political Science from the National University of Lesotho, M.A in Policy Studies from Southern African Institute for Policy Studies and Postgraduate diploma in Leadership and Strategic Implementation from LIPAM/IPA.

Duties and Functions of the Department
The Department of Administration is charged with issues pertaining to management of the activities of the council. It is basically responsible for the enactment of the vision and mission of the Council. It further has to build alliance with local, regional and international organizations.

  • Improve the image of the Council and collaborate with key stakeholders.
  • Promote public confidence in the integrity and capacity of MCC as an effective and responsive council.

  • To  promote  civic  education  on  municipal  services  and  community obligations in order to sustain service.
  • Establish customer complaint reporting mechanisms.
  • Address and resolve disputes emanating from the residents.
  • Identify the communities needs and help them come up with developmental projects.
  • Assist the council on all issues regarding legal matters
  • Responsible for the staff recruitment
  • Ensuring welfare of MCC staff
  • Responsible for maintaining the highest possible discipline of the MCC
  • Ensure the availability and security of the network and systems
  • Enable ease of obtaining and sharing of information
  • Offer flexibility in the workplace.
  • Achieve ICT standardization where possible.
  • Better enable disaster recovery and business continuity of critical systems
  • Responsible for the fleet management of the council
  • Responsible for securing all the MCC properties
  • Provide security to the Council’s employees whenever necessary.
